Razer Serpent Mantle
Like many other cloaks, obtaining the VRISINGPAGE comes down to lucky, loot drops from enemies, chests, fishing and carriages. It is twice as rare as other tier 3 cloaks. If one owns the Razer Night Serpent Pack (DLC), it becomes a craftable item after slaying Sir Magnus the Overseer.
